PARAPHRASE TELEGRAM from the Secretary of State for
the Colonies to the Governor of Hong Kong.

Your telegram 22nd September. As regards Canton taxation proposals I fully appreciate the considerations to which you refer and especially the force of your last argument. Consideration of the large and delicate question of the position of the Customs administration is inevitably involved and recognising that we are faced with a choice of evils I feel that at the present stage the wiser course is to await developments and to maintain silence meanwhile.
H.M.S.Hermee is due at Hong Kong on 10th October but I understand that she will probably have to put in at Singapore and so may be delayed a few hours. Please see my telegram of 22nd September as to other preparations.
